For people who live in Eastern North America it will occur during sunrise and people who live in Europe it will occur during after morning.

The exact timings of Partial solar eclipse is depend on your location. The best view can get for people who live in  extreme eastern Canada and the northeastern U.S

In Canada Partial solar eclipse will start on 6:56 a.m. and end on 8:20 a.m. In United States it will start on 6:13 a.m. and end on 7:17 a.m.

In United Kingdom it will start on 9:56 a.m. and end on 12:14 p.m. In France it will start on 10:55 a.m. and end on 1:01 p.m.
